On behalf of Carthage University, we would like to warmly congratulate Pr. Haykel Ben Mahfoudh, jurist and professor of international public law in Tunisia, on the great distinction he has just received. It is richly deserved, and this honor reflects on us all.

It’s official: on Wednesday December 6, 2023, Dr. Haykel Ben Mahfoudh was elected a member of the International Criminal Court (ICC) with 86 votes, the highest score of any elected judge. The elections took place in New York as part of the 22nd session of the Assembly of member countries of the Rome Treaty, which Tunisia ratified in 2011. “With this appointment, Haykel Ben Mahfoudh becomes the first Arab judge to sit on the ICC since this international judicial body became functional in 2002”, announces the Ministry of Foreign Affairs.

This victory reflects recognition of the high competence of the Tunisian candidates. It is also the result of an electoral campaign that lasted several months in Tunisia and abroad, with the support of the Ministry of Foreign Affairs and the national institutions concerned, including Carthage University.

Brief bio: Haykel Ben Mahfoudh is a professor of constitutional law who has taught at the Faculty of Legal, Political and Social Sciences in Tunis. In January 2022, he was appointed Director of Tunisian University Mission in North America (MUTAN), based in Montreal, Canada.
