In response to the call for applications dated July 5, 2022, for the pilot project on Performance-Based and Excellence Financing within the framework of the Modernization of Higher Education Project to support Employability (PromESsE), the University of Carthage submitted an Implementation Plan for Performance and Excellence (PMOPE). Following the approval of this plan by the Minister on December 5, 2022, a Performance-Based and Excellence Financing Contract (CFBPE) was established between the Ministry and the University of Carthage.

This project is partially funded by a loan from the International Bank for Reconstruction and Development (IBRD). As part of this funding, the University of Carthage is recruiting a Quality Management Consultant to contribute to achieving the objectives of the CFBPE, notably strengthening the culture of quality assurance and improving the performance of its institutions.
