In response to the call for applications dated July 5, 2022, as part of the pilot project for Performance- and Excellence-Based Financing within the framework of the Higher Education Modernization Project in Support of Employability (PromESsE), the University of Carthage submitted a Performance and Excellence Implementation Plan (PMoPE). Following the approval of this plan by the Minister of Higher Education on December 5, 2022, a Performance- and Excellence-Based Financing Contract (CFBPE) was established between the Ministry and the University of Carthage.

Within this framework, the University of Carthage intends to entrust a consulting firm with a technical assistance mission to implement an Education Organization Management System (SMOE) in accordance with the ISO 21001:2018 standard across its institutions.

Interested consulting firms must submit their application in a sealed envelope by post, express mail, or by hand delivery (against receipt) to the Registry Office of the University of Carthage at the following address:
