Paperless Policy

The University of Carthage places digital transformation at the heart of its institutional strategy. In line with its commitment to sustainability, efficiency, and modernization, the University has adopted a Paperless Policy aimed at significantly reducing, and ultimately eliminating, paper-based processes across all its campuses and administrative units.

This policy reflects the University's belief that going paperless is not merely an environmental choice, but a fundamental shift toward a more agile, transparent, and accessible institution. The University has already taken concrete steps in this direction through the development of several digital platforms, and this policy formalizes its commitment to continue and accelerate this transformation.

The University of Carthage is committed to:

  • Achieving a zero-paper administrative environment across all its entities
  • Digitalizing all administrative, academic, and institutional processes
  • Reducing its environmental footprint by minimizing paper consumption and associated waste
  • Improving the quality, speed, and accessibility of services offered to students, staff, faculty, and partners
  • Ensuring the security, traceability, and long-term preservation of institutional data and documents

As part of its ongoing digital transformation, the University of Carthage has developed and deployed the following platforms:

These platforms represent the University's active commitment to replacing paper-based workflows with secure, efficient, and user-friendly digital solutions.

  1. Paperless Administration
  • All administrative procedures, including enrollment, registration, requests, approvals, and reporting, shall be conducted through official digital platforms
  • The printing of documents that are available in digital form is strongly discouraged and should be avoided unless strictly necessary
  • Wet ink signatures shall progressively be replaced by electronic signatures and digital validation systems
  1. Digital Communication
  • All official communications between the University and its students, staff, faculty, partners, and external stakeholders shall be conducted through digital channels (email, institutional portals, and dedicated platforms)
  1. Digital Academic Records
  • The University's Degree Authentication Platform shall serve as the official channel for diploma verification by students, employers, and institutions
  1. Procurement and Supplies
  • University departments are encouraged to review and significantly reduce their paper procurement budgets year-over-year
  • Procurement of paper shall require justification and approval, with consumption tracked and reported periodically
  • Departments shall transition to digital tools for internal workflows, meeting minutes, reporting, and archiving
  1. Meetings and Events
  • University meetings, committees, and academic councils shall adopt paperless practices, including the use of digital agendas and shared documents
  • Conference and event materials (programs, forms, certificates of participation) shall be provided in digital format
  1. Awareness and Training
  • The University shall provide training and support to all staff and faculty to facilitate the adoption of digital tools and paperless workflows
  • Regular awareness campaigns shall be conducted to reinforce a culture of sustainability and digital responsibility across all campuses
  • Paper consumption across all University entities shall be measured and reported annually
  • Key performance indicators (KPIs) shall be established to track progress toward the zero-paper objective
  • Results shall be published in the University's sustainability and institutional reports

This policy shall be reviewed annually and updated to reflect the University's progress, newly deployed digital platforms, and developments in applicable national and international standards for digital governance and environmental sustainability.
