Call for Consultation for the Recruitment of an External Auditor

The University of Carthage hereby announces a Call for Consultation for the Recruitment of an External Auditor within the framework of the Smart Green ECOS project, funded by the Interreg NEXT MED Programme.

The University is launching this consultation for the recruitment of an external auditor responsible for auditing all expenditures incurred by the University throughout the entire duration of the project, in accordance with the standards and ethical requirements set out in the Terms of Reference (ToR) of the Grant Contract: https://ucar.rnu.tn/wp-content/uploads/2026/02/TdRs-auditeur-de-depenses-externes-1.pdf

Missions of the Selected Auditor

The selected auditor will be responsible for:

– Providing all required audit deliverables in line with the project reporting schedule.

– Conducting six expenditure verification audits (one every six months) of the project’s financial documents, in compliance with Interreg NEXT MED audit guidelines and national eligibility rules. The auditor must use all mandatory financial reporting and expenditure verification templates provided by the Grant Programme.

– Preparing six Expenditure Verification Reports (one per reporting cycle), certifying the completeness and accuracy of the expenditure documentation submitted.

– Ensuring consistent quality of audit reports.

– Liaising with the project team to ensure timely access to all necessary documents, explanations, and clarifications.

– Participating in ad hoc coordination or clarification meetings with the Lead Partner’s auditor when required.
