Call for Proposals: Recruitment of an External Auditor

Within the framework of the Smart Green ECOS project funded by the Interreg NEXT MED Programme, the University of Carthage is launching a consultation for the recruitment of an external auditor responsible for auditing all expenditures incurred by the University under the project throughout its duration, in accordance with the standards and ethical requirements set out in the Terms of Reference (ToR) of the grant agreement.

Scope of the assignment

The selected auditor will be required to:

– Provide all required audit deliverables in line with the project reporting schedule.

– Conduct six expenditure verification audits (one every six months) of the project’s financial documentation, in accordance with Interreg NEXT MED audit guidelines and applicable national eligibility rules.

– Use mandatory financial reporting and expenditure verification templates provided under the grant programme.

– Prepare six expenditure verification reports (one per reporting cycle) confirming the completeness and accuracy of the submitted financial documentation.

– Ensure consistent quality and reliability of audit reports throughout the assignment.

– Liaise closely with the project team to ensure timely access to documents, clarifications, and supporting information.

– Participate in coordination or clarification meetings with the lead partner’s auditor when required.
