The University of Carthage proudly pays tribute to three outstanding Tunisian jurists whose remarkable careers have brought international recognition to our University and to Tunisia.

Professor Rafaâ Ben Achour

Professor Emeritus of Public Law at the Faculty of Legal, Political and Social Sciences of the University of Carthage, serving as Judge of the African Court on Human and Peoples’ Rights, re-elected in 2021 for a second six-year term.

Professor Slim Laghmani

Professor Emeritus of Public Law and Political Science at the University of Carthage, serving as Judge of the International Tribunal for the Law of the Sea (ITLOS) for the 2026–2035 term.

Judge Haykel Ben Mahfoudh

An international law scholar, PhD graduate of the University of Carthage, and former faculty member for 27 years, currently serving as Judge of the International Criminal Court (ICC) for the 2024–2033 term—the first Tunisian and Arab jurist to hold this prestigious position since the Court was established in 2002.

These three eminent jurists, all belonging to the University of Carthage, illustrate the University’s long-standing commitment to academic excellence, legal scholarship, and the promotion of international justice.

Their distinguished service within three major international courts is a source of immense pride for the University of Carthage and for Tunisia. Their careers continue to inspire generations of students, researchers, and legal professionals, while reaffirming the University’s place among leading institutions contributing to global governance and the rule of law.
