The University of Carthage is launching a call for consultation for a service assignment to provide assistance in the financial and administrative management of the “SmartGreenEcos” project.

1. Purpose of the assignment

The main objective of the assignment is to provide technical support for the logistical and financial management of project activities. The selected service provider will be required to carry out, among others, the following tasks (this list is not exhaustive):

• Financial monitoring: Ensure daily monitoring in close collaboration with the Project Coordinator.
• Planning: Execute expenditures and monitor the progress of work carried out by management teams and partners.
• Representation: Participate in meetings, seminars, and project steering committees.
• Budget adjustments: Provide monthly assistance for the preparation of possible adjustments (budgets, activities, deadlines).
• Public procurement: Prepare tender documents related to consultations or calls for competition.
• HR management: Support the team in the preparation, verification, and monitoring of timesheets.
• Reporting: Draft interim and final financial reports within the deadlines required by the program.
• JEMS platform: Ensure data entry and administrative management on the JEMS platform.
• Audit: Assist the external auditor during audits of incurred expenditures.

2. Submission methods

Interested bidders must submit their application file using one of the following two methods:

• By registered postal mail with acknowledgment of receipt.
• Direct submission to the Central Registry Office (BOC) of the University of Carthage against receipt.

3. Deadline

The deadline for receipt of bids is set for June 1st, 2026 (the date shown by the University’s registry stamp shall prevail).
